Russia and Ukraine Agree to Cease-Fire in the Black Sea – But Will It Hold?

A Historic Yet Fragile Agreement

In a statement issued from the White House, it has been suggested that Russia and Ukraine settled on a ceasefire in the Black Sea region. This ceasefire comes after three years of intense armed conflict, and hopes of de-escalation. As always, there are fine print terms and conditions that will sop many questions.

Ukrainian President Volodymyr Zelensky had mixed feelings toward the agreement. While he was happy on one end, he reflected skepticism at the other end expressing “too early to say that it will work”. His defense minister, Rustem Umerov declared that the ceasefire is not finalized yet and that more arrangements were needed.

In contrast, Moscow has decided to comply, but only on their own terms. The Kremlin stated they were willing to comply with the maritime security agreement only if the west decided to remove some sanctions imposed on Russian and Ukrainian agricultural trades following the Russian invasion of Ukraine in 2022.

A Deal with Many Caveats

The ceasefire negotiations took place over three days in Saudi Arabia. While the agreement aims to reduce hostilities, it falls short of the complete ceasefire that international mediators had hoped for. Even more uncertain is the timeline—when and how the truce will be enforced remains unclear.

This is not the first time both nations have tried to limit hostilities. Just last week, Russia and Ukraine had an informal agreement to stop attacking each other’s energy facilities. However, within days, both sides accused the other of violating the understanding.

America’s appearance ready to give in to some of Russia’s requests has resulted in increased tension. The White House offered to assist with the global market’s reintegration of Russia’s agricultural exports. This decision, however, has been poorly accepted by Ukraine. President Zelensky argued that executing such concessions would soften the sanctions too much, allowing Russia to gain the upper hand.

Alongside the American guarantees, removing limits on Russian exports would also need the endorsement of the European Union which is hardly a likely event due to the current anti-Moscow sentiment in Europe.

Trump Administration’s Changing Stance on Russia

Analysts say that the Trump administration’s interest in striking deals concerning the Russia-Ukraine conflict is consistent with Trump’s decades-long goal of improving U.S. relations with Russia. He raised eyebrows before the invasion of Ukraine by declaring on TV that the war was not a serious problem for America, and has always found a comradery with President Putin.”Trump and Putin recently spoke on the phone and talked about ‘enormous economic opportunities and geo-strategic peace’,” an unnamed source said.

However, a recently released U.S. intelligence report contradicts this narrative. The annual review of global threats described Russia as an “enduring potential threat to U.S. power, presence, and global interests.” The report suggests that Russia is in a stronger position in the conflict and has more leverage to push Ukraine into accepting concessions that benefit Moscow.

Tensions and Distrust Remain High

Despite the agreement of a ceasefire, the two nations continue to remain skeptical towards one another. The White House held separate discussions with both, resulting in maritime security and energy infrastructure attacks agreements being made in parallel. To secure the deals, the U.S. seemingly provided crucial guarantees to both Ukraine and Russia, which they were willing to accept.

The U.S. reaffirmed its support on prisoner exchange, on the return of civilian detainees, and on the return of children who were forcibly taken from Ukraine for Russia. These critics claim that these assurances do not constitute promises in any meaningful sense.

At the same time, Russia keeps his stance regarding the Black Sea ceasefire implementation unmoved. Russia has demanded that Western sanctions be rescinded on agricultural commodity and finance for full compliance. Also, Russia wants the ban on their ships and food shipments, and for western companies to stop the ban on selling agricultural equipment into Russia never be implemented.

Will the Truce Hold?

The conflict parties agreed to refrain from attacking energy objects for thirty days. This includes oil refineries, pipelines and storage facilities, nuclear power plants, hydroelectric dams, as well as power transmission systems. However both parties continue to blame each other for new assaults on the power girds, which throws the validity in the agreement into question.

The ceasefire, while giving Ukraine time to make necessary repairs to their energy assets, may help Russia gain some ground strategically. The Black Sea has been an essential area of conflict in Russian and Ukrainian warfare. Russia and Ukraine use it as a trade route, especially for shipping agricultural products. A deal facilitated by the UN allowed Ukraine to export grain via the Black Sea in 2022, but a year later Russia withdrew from the agreement claiming that Western sanctions were damaging their exports.

Since Russia has been actively threatening commercial vessels bound for Ukraine in an attempt to cripple the economy of Kyiv. This further provoked Ukraine to attack Russian naval bases and warships which later forced Moscow to abandon some areas in the Black Sea. This has helped Ukraine create another trading route and increased the grain supply back to the levels before the war.

With the new ceasefire agreement, Ukraine intends to begin commercial shipping services from frontline ports including Mykolaiv and Kherson. These ports have greatly suffered because of the war. However, experts seem uninterested. Andrii Klymenko, who is well versed with Black Sea strategy said that both parties have directly opposite goals. Ukraine aims to protect the port infrastructures from Russian bombardment while Russia intends to gain control over the trade routes.

A Step Toward Peace or a Temporary Pause?
